Manager – Operations – Brazil

Job Summary:

Manager – Operations shall provide direct support and coordination to key contractors and terminal staff, supply schedulers and other personnel involved in the safe operation of the marine interfaces.  Manager – Operations shall provide LNG and nautical expertise to enhance the management of all aspects of the ship/shore interface including, commercial and risk management issues, incident management/containment & response. In addition, this position shall develop the necessary management tools for responsible operation, tracking and accounting and due diligence oversight of the operation. They will represent corporate interests in marine issues with regulatory and port authorities and other external bodies and/or customers.   The Manager – Operations shall interface with the Ship Manager and Crewing Manager with the Crew to ensure a seamless operation.

Manager – Regas Operations shall work closely with the Vice President – Operations and the Excelerate Energy Operations department to ensure seamless and safe operations of highest standards in order to provide a quality service to Excelerate’s customers.

Essential Duties and Responsibilities:

Include but are not limited to the following activities:

  • Interface directly with the Master of the vessel, the Customers representative to ensure that the vessel operations, crew management, and customer requirements are managed efficiently and effectively in both internal and external communications.
  • Ensure that Senior Management has in the field expertise (available 24/7) to ensure safe, reliable, cost-effective and environmentally responsible terminal and cargo transfer operations
  • Ensure policy consistency and develop performance measurement and business improvement particularly in respect of:
    • Risk management
    • Ship shore operations
    • Coordinate cargo activities to meet the customer requirements including those associated with ramping up / down the flow of gas, custody transfer cargo measurement, purge and disconnect of the HP gas connection and cryogenic hoses and completion of pertinent cargo documentation;
    • Observe and participate in STS preparation and transfers;
    • Terminal incident management
      • Including pre-planning, drills, prevention, incident response, and management;
    • Measure and manage continuous improvement in levels of terminal performance
  • Provide oversight  and coordination of port/vessel maintenance activities;
  • Key interface with the Vessel Manager, Customs, and Customer for the importation of spare parts and consumables to support the Vessel operation;
  • Develop and monitor operations budget;
  • Provide port liaison with other port users, agents, pilots, service providers, regulatory authorities;
  • Develop, modify,  and implement Operations Manual, Facility Security Manual, Emergency Procedures Manual, Maintenance  Manual and other documents or manuals as may be required;
  • Produce and issue all reports as required by operations, safety and environmental;
  • Manage and oversee the local crewing obligations for the vessels; interface with the Crew Manager and ensure that reporting is completed correctly

Qualifications & Educational Requirements:   

  • Bachelor’s Degree, Nautical Science or Engineering from an accredited university preferred, MBA a plus
  • Officer Experience Licensed or management onshore at an industrial facility interfacing with maritime
  • Strong marine operations knowledge in key areas such as Marine oil & gas terminals, oil tankers/gas carriers, offloading systems, and towing systems; Environmental protection, safety, reliability, efficiency and regulatory compliance issues;
  • Knowledge and understanding of HSSE concepts and management techniques, Hazard Identification and Risk Management
  • Proven record of achievement within maritime or similar operations
  • Knowledge of International and Federal legislation and standards for maritime safety and commerce, in general, LNG, Oil and Gas Industry in particular
  • Fluent English and Portuguese verbal and written communication required
